Orders of any dollar value to Russia, China, or Venezuela
As of June 29th, all shipments (of any dollar amount) to Russia, China or Venezuela now require you file EEI with the state department. Once you have your EEI code, set it in the tariff number column of your customs form. In some cases, you may still need to file this shipment on FedEx.com or in FedEx Ship Manager.

Specially Regulated Products

Incorrect tariff numbers (too short/too long)
Another cause of this error may be an incorrect number of digits in your tariff numbers which get mistakenly qualified as an EEI/FTR number instead of a tariff number by FedEx's systems.
